Clay was born on July 2, 1987 in Libertyville, Illinois to Jeff Harbor and Donna Norman. He attended Dwight High School and played football, basketball and track. He played as a wide receiver and safety and broke the school record with 60 receptions, 1079 yards and 19 touchdowns.

Harbor then played linebacker for the Missouri State Bears and was offered a scholarship after his brother Cory persuaded the coaches at Missouri Bears to give him a chance.
