Her mother, Mary, was Welsh, while her father was of English and Flemish heritage, with her Flemish grandfather originally from Antwerp who emigrated to the United Kingdom in 1915. Collins grew up alongside her elder sister Vicki, primarily raised by her mother in Highbury, London.
When Collins was fourteen, her mother returned to university to pursue a law degree, a pivotal moment that emphasized education in the household. During the 1970s, Collins was an active member of the Woodcraft Folk youth organization, including a visit to Romania.
